Ultimate DVD Player will playback "DVD-Video" discs and will allow you to change the speed (50% - 150%) and pitch (+/- 2 semitones). And yes, it will slow down the video as well. Great for checking out music DVD's!
Also allows you to set loop points, bookmarks and many other usefull things.

All versions:
Added a "Rewind on Pause" function - set in Preferences -> Controls
Left/Right arrow keys now acts as forward/rewind controls
Better behavour for control windows - now floats above the main window
Added a question dialog for the "Eject DVD" command
The "Next" and "Prev" (chapter) buttons are now disabled if they are not functional
Menu items are now disabled if they are not functional
Fixed a bug which casued a crash when trying to play certain DVDs

Mac version:
Now requires OS X 10.4 or higher

Windows version:
Fixed a bug in the VideoOut.dll
Fixed a screen redrawing problem on Vista
Fixed audio dropouts that could happen at higher speed settings
